But right now it feels like there’s a lot of apathy out there.” Luke knew that if people weren’t willing to help themselves, nothing outsiders could do would change things.
“Looks like Liam and Ady are joining us too,” Jo said, seeing the waiter bringing them back. He brought a couple of bottles of wine with him and poured everyone a glass before handing out the menus.
“So, Luke,” Liam said, leaning back and taking a drink of his wine after the waiter had taken their orders, “how are the ideas for the book coming?”
“They’re not. I’ve been a little distracted,” Luke said, looking over at Jo and getting knowing smiles from around the table. “And I’m still not sure what I’m doing. Almost like I’m missing a piece. The piece.”

“Maybe sooner,” Luke said. “That sounds too linear.” He still wasn’t really sure how to explain the ideas taking shape in his mind, but he continued. “We might be closer to the critical mass needed for global transformation than most of us think. And with technology advancing so fast that we don’t have the ability to envision what our world will look like in ten years, we better start the discussion now.”
“I’m not following you,” Claire said. “What do you mean too linear? That’s how the world works—everything is based on cause and effect. Otherwise, we end up in mumbo–jumbo land and just–so stories.”
“That’s the materialistic view most scientists hold,” Luke said. “But it’s a simplistic approach—it reduces everything to the third person, an ‘it,’ nothing but atoms and molecules. It doesn’t take into account that our world is constantly evolving along different aspects of reality that are all independent of one another, yet at the same time integrated with each other. Reality is complex and becoming more so every second.”
“How so?” Liam asked.
“Human’s are evolving,” Luke said. “Our thought, our bodies, and everything that makes up our cultures. So are the governments and institutions we use to structure our lives. Not to mention our technology and the planet and the environments we live in, etcetera, etcetera, etcetera. And at any point in time it’s the context of the situation that determines the weight each of those evolutionary lines has in that particular instance.”
“So what’s your point?” Aubrey asked.
Luke paused and collected his thoughts. “Sometimes the world makes big leaps people would have expected to take a lot longer to happen,” he said. “But that doesn’t mean that change itself happened quickly. Just that many things we were not seeing evolved to the point to allow for the evolutionary leap we did see.”
“But how’s that not linear?” Claire asked.
“Complex events cannot be reproduced simply,” Luke said. “We can’t take the past and extend it into the future and expect the exact same results. There are too many other perspectives at play that are evolving on their own that can affect the outcome in ways we can’t imagine.” Luke knew some people struggled with these ideas, but many others were already intuitively there. They just needed help organizing their thoughts like he had. “This is why we can’t predict what will happen too far into the future, and why that foresight is shorter every day. As soon as we extend past the present moment, we’re attempting to anticipate what will happen based solely on our current knowledge. This was easier to do when the world was more static, but at this point we’re evolving so fast that trying to predict anything more than a couple of years out is just a wild–assed guess.” Which, to Luke, meant anything was possible. Few people realized that no one today could describe our world twenty years hence, and how much hope that offered humanity. We may not have the tools now to transform our world, but they’ll arise as we’re ready for them, he thought.
“You’ve lost me, mate,” Liam said, getting a nod from Ady.
“All right,” Luke said. “Say someone makes the statement that it will take three hundred years for all of the countries in the world to become democratic based on how long it took today’s democracies to get there. But that idea misses the fact that the world today is much different than when democratic ideals were woven into our societies during the Enlightenment. Everything since then has evolved—our science, our cultures, our world systems, our values and lifetimes and levels of development, etcetera. We can’t equate what happened in the past to what’s happening today.”
“But what about minority groups that grab power and force laws and social systems on everyone else that don’t reflect the true nature of the group?” Ady asked.
“You mean like imposing Sharia law on everyone and trying to revert the culture to the same level of development it was at fourteen hundred years ago?” Luke asked.
“Yeah,” Ady said.
“It doesn’t work,” Luke said. “At least not forever. Groups can structure a society so it holds the culture’s activities at a certain level of development, but it’s much harder to keep the people from growing and developing. This means that change is happening, internally, even if it can’t be seen—like steam building up in a boiler. And when those artificial constraints are lifted, then what happened behind the scenes can burst forth and better balance the culture with the people’s values and with the laws and social system framing it. And that can include embracing democracy, even though to everyone on the outside, the people may not appear ready for it.”
“So when you talk about taking these ideas global, what do you mean?” Aubrey asked. “It sounds like you’re talking about a one–world government.”
“No,” Luke said. “I used to think that was the answer but not anymore. It’s another linear trap—the idea that our world will keep consolidating into larger and larger federations, kind of like what happened with the United States or the European Union. And then we’ll eventually form a planetary government. Right?” Luke got nods from around the table.
“But that’s the last damned thing we want—” Ady started.
“No shit!” Liam said, looking at Ady and nodding his head. “It’d be a bigger bloody fucking mess than we have now, mate!” He scooted his chair back from the table and turned to better face Luke, his long legs spread out and arms hanging by his side.
“I agree,” Luke said. “And anyway, we don’t see that happening. If anything, it seems the trend shows the world breaking apart into more and more ethnic divisions.”
“Like what happened to Yugoslavia,” Claire said. “It totally broke up into five countries at first, and then they started fighting.” Her eyes were wide with mock disbelief as she shook her head and threw her hands in the air.
“Right,” Luke said. “And if we ever do let the powers controlling the world today consolidate us into a one–world government, the corruption would be so extensive and the power so centralized and the people so disenfranchised that it would be almost impossible for us to have any say in how the world operates.” And the structural constraints of a global government, Luke knew, combined with the need for the people to communicate grievances and solutions and create a strategy and generate the massive participation necessary for successful nonviolent conflict across all sectors of all countries, would be a huge obstacle.
“So what’s the answer?” Claire asked. “If not a one–world government?”
“Somehow humanity has to claim ultimate sovereignty over the globe,” Luke said. “And then take it.” He looked around the table and got back nothing but blank stares. “I mean the final say on how life is conducted on this planet belongs to humanity as a whole, not any small group within it.”
“Are you serious?” Liam asked, looking around at the others.
“Yes,” Luke said. “I am. We’re at a point in history where we can force governments and corporations to abide by our will, not us by theirs.”
“Go on,” Ady said, before Liam could say anything.
“Right now we have a world with independent sovereign nations competing for their share of the pie,” Luke said. He was glad Ady was interested. Dealing with Liam was draining. “And this is happening in a system based more on power than fairness or equality or sustainability. In other words, the country with the biggest stick wins.” And winning justifies the means, Luke knew, because the winners make the rules, and the losers are made illegitimate. “And now we have global corporations with loyalty to no one but themselves buying influence from the leaders of those countries. This means a minute percentage of the world’s population is now making the decisions shaping our world.” And the results are things like perpetual war, environmental destruction, the removal of the middle class, and the lack of care and assistance for the poor and the elderly, Luke thought. “And we know that the underlying motivation for their choices is maintaining and extending their power, not the well–being of humanity or the sustainability of our planet. The problem is a world system where might, based on violence, makes right, and that’s what needs to be transformed.”
“More like the problem’s your bloody country!” Liam said. “And it’s up to your people to reign in your government before it destroys the rest of us.” He crossed his arms and looked around, scowling at everyone.
“But we can’t!” Luke said. “The people in the states don’t have a say in what our government does anymore.”
“Bullshit!” Liam said. “You’re a democracy. Of course you have a say.”
“Not necessarily,” Luke said. He was struggling to keep his voice down and not rise to Liam’s antagonism. “The United States has evolved from being a nation–state to an empire spread across the globe. And when that happened, the support the government needs to stay in power shifted from us, the people, to the governments covered by the empire.” And understanding that was the key to controlling it, Luke thought. “In other words, a nation–state needs the support of its own people to function, and because of that, they can influence its policies. But not an empire. It needs the support of the countries in it, and maintaining those relationships is its first priority. Even when that means going against the best interests of its own people.”
“Fucking insane!” Liam said. “A country that doesn’t need its own people anymore.”
“And now corporations can put unlimited money into our political process,” Luke said. “That consolidated their power and wiped out any reality of one person, one vote in the United States. The idea that we have a say in who runs for office can’t be supported anymore. We only get to choose from people backed by money.” Which means the popular vote in the states is inconsequential. And if that was the case, did it mean voting was actually participating in the sham? he wondered. “So while our system may have been created for the people, now it’s structured for the rich. This means that any attempt to influence US policy today from the bottom up has to be a global effort. We, the citizens of the United States, can’t do it ourselves anymore.”
“I’m still lost,” Claire said. “I don’t understand why we can’t change things. Hell, I thought you said that’s what nonviolent conflict was about.”
“I got ahead of myself,” Luke said. “So far nonviolent conflict has only been used at the national level—to oppose the state. But now we need to figure out how to use it internationally—to oppose an empire. Either ours, or whatever comes next.”
“What?” Liam asked. He looked around at the others to see if anyone was following Luke.
“It’s more important to undermine the support other governments give the empire than it is to undermine the support of the empire’s own population,” Luke said. “Right now it doesn’t matter what the people in the states want, or even what the people in the world want, because the support the United States needs to stay in power comes from other governments, not the people. That’s why in February of 2003, when ten to thirty million people in over fifty countries and five hundred cities protested against the upcoming war on Iraq, all Bush did was give everyone the finger.”
“Okay,” Liam said. “So what’s the answer? How do we keep that fucking government of yours in check?”
“This isn’t just about keeping our government in line,” Luke said, shaking his head. He hated it when the conversation came to bashing the states. Like any other country or group of people would have done better if they had amassed our might, he thought. “I’m talking about transforming how our world operates. Moving from a world system based on anarchy to one framed by and continually adjusted to the highest values humanity can embrace. Otherwise, we risk bringing down one empire just to see another take its place, and that’s the last thing we want. We’re looking for a new approach, rather than reinventing the old.”
“How?” Claire asked.
“We live in a world where we have almost instantaneous global communications,” Luke said. “That means humanity now has the ability to develop a global voice—a global politic.”
